milter manager

Release Notes: This release adds Ubuntu Quantal Quetzal support. It provides milter manager deb package building with Ruby1.9 for the following distributions: Debian wheezy, Debian sid, Ubuntu 12.04, and Ubuntu 12.10. In addition, for Debian squeeze, before Ubuntu 11.10 and CentOS, deb/RPM packages are built with Ruby1.8 as in the past.
